Islam from its very birth had no insular existence, It never believed in isolation. Its early conquests, political and religious, naturally extended its influence from the Atlantic to the Pacific. It did not give any Atlantic Charter. It did not proclaim any four freedoms. On the other hand it gave universal charter for the every freedom and for every race. These conditions naturally brought the Muslim states in close contact, in peace and war with alien states, races and subjects. Islam and the Muslim jurists could never be unmindful of public and private international relations with the aforesaid states and races.
With the march of time, an exhaustive code of Conduct of Muslim states was eventually developed. The author after a laborious research of several years in the various libraries of East and West has complied the present book.
Incidentally the book proves that he West in its dealings with alien races and subjects has still much to learn from the Muslim jurists.
